Stopping fact. The party, parcel or mandate cannot yet be attributed.

Next decision. Request bounded authority evidence or stop.

CASE B / Critical mismatch

Signal. A candidate appears to fit the broad search narrative.

Stopping fact. One hard physical requirement fails the mandate.

Next decision. Record the rejection and reopen only on new evidence.

CASE C / Evidence path exists

Signal. The initial screen survives public-source challenge.

Stopping fact. Specialist and authority evidence is still required.
